Rationale

The context of the project is based on the importance of entrepreneurship today, as well as the need for entrepreneurial training and development and digital learning. The entrepreneurship scene in Europe is subject to dynamic changes resulting from societal developments, advances in the field of ICT technologies, and how they have influenced our ways of communicating and doing business. For entrepreneurs, this means they must constantly expand their skills and knowledge portfolio.

The EU has been promoting entrepreneurship as a key competence that can boost competitiveness and growth. One of the intervention areas that the Entrepreneurship 2020 Action Plan proposed is the promotion of entrepreneurial education and training to support the growth of entrepreneurs.

Nowadays many institutions and individuals worldwide are sharing their digital learning resources over the Internet openly and for free, as Open Educational Resources (OER).

OER are a relatively new phenomenon which may be seen as a part of a larger trend towards openness in education and democratization of access. The global program aspires to provide open access to (and eventually open contribution to) high-quality education resources on a global scale in many languages. But OER not only need to be gathered and stored, but must also be made useful and visible, a process that takes substantial human work, even if automation can aid in the process. Various studies have highlighted the difficulty of finding OERs by technical issues of search engines and repositories, users’ practical search skills and the volume of resources available in different subject areas.

EntreCom4ALL therefore aims at developing and analysing an innovative pedagogy and assessment approach, based on OER, to support the diverse individual learning pathways and to better assess all types of learning outcomes and future learning needs related to entrepreneurship competences in different learning communities.

Aims

The main challenge for this project is to promote the use and re-use of OER in a pedagogically-rich context, increasing the number of OER users and foster the effectiveness of OER for entrepreneurial educational purposes.

The project has, in particular, as main objective, the development and implementation of a multilingual social and semantic software framework where the individual learning needs of users meet the most effective digitised materials offered freely selected.

This will be carried out:

  • Setting up of an innovative method for evaluating individual users learning needs of diverse learning communities based on their own learning style with customized training paths and information to support the development of entrepreneurship skills identified.
  • Providing effective OERs (Online Educational Resources) available in different open repositories as well as in online Social Networks (OSN) filtered by the partners languages. The online peer to peer communities are the place where all users could evaluate the Open Education Resources, share info and opinion about how to use, customize and finally re-use the contents.

This framework combines the use and development of different technologies and products of and it has as purpose to manage the different entrepreneurship needs in several learning scenarios, for different stakeholders based on the ENTRECOMP framework, launched by EPTS by the JRC on behalf of DG Employment, Social Affairs and Inclusion, to build a bridge between the worlds of education and work, by contributing to a better understanding and promotion of entrepreneurship competence in Europe. The ENTRECOMP framework describes entrepreneurship as a transversal competence, which can be applied by citizens to all spheres of life from nurturing personal development to actively participating in society, to (re)entering the job market as an employee or as a self-employed person, and to starting up ventures. The model is made up of 3 competence areas and 15 competences, an 8-level progression model and a comprehensive list of 442 learning outcomes.

In order to create the learning environment, a skills assessment will be produced based on a questionnaire which will be used on the ENTRECOMP framework. A questionnaire will be used to identify the best practices in creating skill assessment questionnaires, and also to determine how they can be used to improve the adaptation of the ENTRECOMP framework in to a Skills Assessment Framework.

The framework is understood to comprise OERs for teaching and learning, software-based tools and services, and licenses that allow for open development and reuse of content, tools and services. This will help the project’s scalability and transferability to a wide range of target groups.

The target groups to be addressed by the project are:

  • A-Young entrepreneurs (young and graduates)
  • B- Female entrepreneurs
  • C- Teachers/trainers/intermediaries
